Q2025-02 Air Emissions and Local Roads Pavement

SSROC is seeking a suitably qualified consultant to undertake a comparative review of air emissions associated with the specified road pavement technologies, with a focus on potential human health impacts.

This review will support SSROC’s Procure Recycled: Paving the Way initiative and inform future sustainable road construction practices across member councils.

Background

Based on anecdotal evidence from SSROC’s industry stakeholders, we understand that a body of work, project reports and research on use of rubber in asphalt for pavement (dry or wet) and conventional asphalt and pavements and air emissions exists.

This project aims to establish comparative performance of air emissions in road pavements using conventional asphalt, crumb rubber (dry method) and crumb rubber (wet method) using both hot and warm mix options. Warm Mix Asphalt (WMA) appears to be a promising solution for human health and safety in the road construction sector, as well as in environmental and asset management terms. Compared to the widely used Hot Mix Asphalt (HMA), produced and laid at 150-180°C, WMA is produced and laid at much lower temperatures, 110-140°C. The project will review case study air emissions, and identify any proven or likely human health benefits.

This proposed review is intended to provide evidence from available case studies on air emission benefits from WMA for human health of pavement technology, (or lack of it), in comparison with HMA, the dry method and conventional asphalt.
